Fees
The consulting fee varies based
on the complexity of the issue. The first
consultation of fifteen minutes is free, then
you will be advised the rate thereafter on what
needs to be done.

Robert
D. Gregory, CPCA , CBO,
Virginia Class A Building and
Electrical Contractor, is President of
Contractors Institute, Inc., has
served as general manager of a construction company,
supervisor of the Virginia State Building Code,
vice-president of National Assessment Institute, and
adjunct instructor of building code studies in the
Virginia Community College System and is recipient
of the Virginia Community College System 2006
Chancellor’s Award for Outstanding Teacher. He has
38 years of experience in construction related
activities, is certified in 14 areas of inspection
and is a Virginia Master Electrician. He has
authored many books on construction, business
practice and regulations. Bob is a former
Marine who served in Vietnam and is a life member of the
Disabled American Veterans.

James
Guffey
is our
regulatory expert and instructor for the Basic
Contractor Business Licensing Class. Jim has
served as member of the United States Marine Corps,
a police officer and retired as Deputy Director for
Enforcement for the Department of Professional and
Occupational Regulation. Jim had
overall responsibility for investigations and
adjudication of cases for the Virginia Board for
Contractors. He is a renowned expert on
contractor methods and operations, and provides
training for investigators nationally. Jim is also a
recipient of the Virginia Community College System
2007 Chancellor’s Award for Outstanding Teacher.

Allison
Camacho presents
seminars to contractors for the business and law
modules. She has experience with exam administration
and development and has co-authored numerous books
on contracting. Allison is a former US Army
NCO and has an extensive background in briefing and
training.

Axel
Camacho is the IT
professional of our team and manages the computer
systems for Contractors Institute. He served
in the US Army and was a private contractor to the
defense industry with the equivalent rank of Lt.
Colonel.

Ronald
M. Riggs, JD, LLM
is
the lawyer on our team and has been a member of the Virginia Bar
for 30 years practicing as an Army Judge Advocate
for 20 of those years and for the last 10 as a
government attorney with the Departments of Defense,
Transportation, and Homeland Security. Ron is
a West Point Graduate, Army Ranger, and retired from
the Army as a Lieutenant Colonel.

William "Bill"
Butler
, Electrical Instructor. Bill is the Code
Enforcement Officer for the City of Waynesboro and is
certified inspector in building, electrical, plans
review and property maintenance. He serves as
an advanced electrical instructor for the Virginia Building Code
Academy and is a retired
navy fighter pilot with the rank of commander.

Dr.
Paul Naylor is a
featured seminar facilitator and presenter. He is a
retired Army officer and former head of test
development of National Assessment Institute. Paul
has presented seminars at many national conventions
of state licensing agents and is recognized as a
foremost expert in psychometrics.

Thomas
Snead is our expert on
police matters and working with the public. He
is a featured lecturer on police and the
public, offering guidance on how to
effectively interact during traffic stops and other
police events. Tom is a first sergeant with
the Virginia State Police and is a former Marine.

Neville
Derflinger, CPCA, CBO
is the Plumbing and Building Code master of our
team. He is a retired building official, DHCD
certified instructor, staff instructor with Lord Fairfax
College, and has 30 years
experience in the construction industry. He also
serves on the Virginia Tradesmen Advisory Panel.
